It seems that using deception to obtain financial information (credit card payment) over the phone is illegal. The loophole here is that they don't claim outright that you owe them money, they just imply that you do. Perhaps this media exposure will lead to that loophole being closed. Quick, contact your congresscritters while they're still officially mad at bankers!
