is this rare number wise? or am I just scratching my banana?
This is extremely rare. It happens just once every 111 years. Certain Eastern cultures consider months whose Fridays are 7-14-21-28 to be special, but in a way that's inscrutable to Westerners.
I must not understand the question. In any month that begins on a Sunday, the Fridays fall on the 7th, 14th, 21st and 28th. That happened this past January, and will happen again in April and July of '06, then again in September and December of '07, then March and November of '08, and so on.
So no, not rare, unless you count something that happens only a couple of times a year as rare. Or again, unless I totally misunderstood the question.
I'm glad you explained the significance, HW. I never quite know what to make of pakman's posts, and a quick search shows I'm not alone. At least now I guess this thread could be interesting. Maybe Abiezer knows more? And like Jeff says, what is actually rare here anyway?

I go for not rare. I had a job updating websites with events for museums. Many were weekly, and I noticed this all the time, for all days of the week. Pretty obvious really.
Surely anything that is based on a 7 day week and a 365 day year can't be that rare, relatively speaking.

What's really rare is having the leap year be all four of those dates in one month. This has actually happened a negative number of times.

With regards to numerology, most schools of thought would count this as strictly second-tier - the pattern is not insignificant, but operates only on one level. For greater overlay, which multiplies (MULTIPLIES, not ADDS) significance, the minutes would also be required to proceed as 15, 30, 45, etc. Trivial but important.
My understanding of Cabbalah (true Cabbalah, of course) is that they would see this sequence as representing HMYG, which might or might not be relevant; I don't know what Humyeg means. If God ever used that name, then surely it would. Who knows? (Him)
Of course, the sequence is also notable for providing insight into the socially-constructed week: the true week ("natural week" or "northern week") is of course 7.287 days. When this sequence occurs during a leap-month, and thus progresses 7-14-21-28-35, it's far more potent. The next one, I believe, will be visible in Tunisia in 2008.
Beyond that, no.

Actually, October 2005 having Fridays 7,14,21,28 happens only once, really. I suppose it might happen in BCE, which I'm not going to look up, and in different calendar systems, but if one is going to add the october requirement to the friday-7 thing, one might as well add the year.
